I thought the tax returns/transcripts are just for the affidavit of support which we will be using my husbands Dad since my husband did not earn a US incomr as he has been in Canada

Yes, you need complete copies of tax returns OR tax return transcripts.  Either is fine.  Is there some part of, "A US Citizen must file tax returns no matter where they live." that you are not understanding?

It says in the instructions for affidavit of support, Tbe supporting evidence can be bank statements, or letters from an employer  stating their Income and if the job is permanent or temporary?

That is in reference to evidence of current income.  Study ALL the instructions and read the form itself carefully.  

 

That you provide information from three tax returns is on the face of the form itself AND in the instructions.  That the US Citizen is required to file tax returns no matter where they earn income is US LAW.
