This is about applying for California ID card in DMV before AOS process, based on not fewer than 60 days left on the I94 form.

A good and a bad news:

The good news is that the social security card letter qualifies as both: the proof of SSN and address, no need for a separate bank/utility statement to prove residence.

Now the bad news. There is some issue with DMV system unable to read foreign passports, or at least some foreign passports. As such -- application goes for further review. Unknown how long it takes (up to six months we have been told), you are supposed to call and inquire if you do not get the license or hear from DMV within 60 days. Anybody has experience with that part of the process?
