Just about everyone gets this.  Based on the discussions I had with the case officer he informed me of the steps for Embassy Manila:

 

the first AP is the immigration unit doing the paperwork for approving the visa

the first ready is a notice that they are finished and the paperwork is being sent for visa issuance

the second AP is the visa issuance people doing their own paperwork

the second ready is that the visa has been issued and is currently being processed for delivery

 

Then "issue" is posted and the visa has left the BIG house to YOUR house.

 

Once you get that second ready, it should be sent out within a few days, although we received our visa before any of the various websites that allow you to look up the status said that it had been sent out.

Question, you said you received the visa before the sites indicated anything, we are picking ours up at 2go. Is there another way to check if it's there yet?

Oh, I forgot to mention. My online USCIS status is still case received.

Congrats and LOL to the USCIS status. Same here. So needless to say those online things can't be trusted. 🙃

Things for some reason have slowed at most embassies as many are very slow in issuing the visa's. Soon I hope for you.

Don't buy tickets till the visa is in her hands and that she has had time to look it over for spelling errors. It has happened a number of times at USEM this situation. Once everything is verified, BUY THAT TICKET!

I advised @Pbchief2 NOT to buy tickets till they have the visa in hand and that they have had time to make sure everything is correct. I advocate that to you and everyone else to do before buying tickets. We have seen errors in the visa which need to be corrected and flights have been scheduled and they were about to miss their flight or they had to change their tickets costing them $$$$$$.
