Yes. All you need to travel oversea is passport, expired green card and the NOA1 letter. You only need the stamp if your NOA1 one year extension expires and you're still waiting for the new green card.

It's written in the Notice how to request for rescheduling. 

Have you received the notice for Biometrics yet?

"Make a copy of this notice for your records, then mail the original with your request to BPU, Alexandria ASC, ......"

We finally received the NOA yesterday 6/8/18. We now just have to wait for the biometrics if they don’t use the previous one.

We are so happy that’s USCIS is moving faster I hope the processing time reduces soon as well. My spouse’s relative only waited 8 months to received his new card, this was only a couple years ago.

Hi All,

I filled my wife's I -751 to remove restrictions. We already got an automatic 1 year extension of her Work permit/Green card. I was wondering if they will do another extension if the green card is not ready by the end of the current year extention?

Finally received the NOA, rather a copy as the original went to my attorney. 

I cannot seem to find the last updated copy of the chart.
