I do not think your wife has to pay the travel tax. Some airlines include the terminal fee in the price you could call the airlines and ask if they included the terminal fee if flying into Manila from Cebu you might have to pay the fee

My wife, daughter, and I returned from the Philippines to the US in Jan this year.  We had a round-trip ticket also purchased online.  My wife is a green card holder and daughter US citizen, same as yours.

For my daughter and I there was no fee.  For my wife when we checked in she was directed to another counter near the entrance, they viewed her GC and gave her a piece of paper that she had to show the airline counter before they would issue her a boarding pass.  With that paper there was no charge and to get the paper there was no fee.  It took about 10-15 mins extra for that process.

That was the Manila airport, I'd guess it's similar in Cebu.

that sounds like the waiver for it as it was probably included in the ticket price.i wondered that about my wife and daughter but wasnt sure.i may need to call cathay pacific to find out if it was.i will inform my wife about this as well.i did tell her she may need to call or go in person.hopefully there will be atm access if needed and they dont accept debit card for the fees.thank you :)

Not an easy answer.  Need more input.

Your dual citizen daughter does not have a Philippine passport?

If the daughter only has the U.S. passport  -  Did your wife request the BB stamp in your daughter's passport upon arrival?

If NO, have they been there longer than 30 days?

If YES, does your daughter have a visa extension?

If the daughter has the BB stamp in her passport, or a valid tourist visa, and the stay has been under 6 months there are no additional fees in that regard.

With Mactan I am not sure the terminal fee is in the airfare, so they may have to pay two terminal fees @ P750 each .  (Terminal fee is included in the airfare with NAIA)

I am from Cebu. I flew off from Mactan with my Husband last November.

No travel tax for greencard holders but the GC holders have to apply for a waiver. No worries, you can do it at the airport itself. Just present the following documents:

- Travel Itinerary for last entry to PH.

- GreenCard

I didn't have my travel itinerary with me as I was assuming I don't need it anymore. They informed me that I have to submit it to qualify for the waiver. I asked if I can email it to them since I didn't have a hard copy. The Airport officer agreed and he printed a one-time waiver.

Terminal fees are at Php750.

It seems to change about every two years.

Greencard holders never paid nor needed a waiver when I was doing a lot of travel to Philippines.  Then I heard it was all included in the ticket price for some, then it was Greencard holders pay only 200 piso, now the latest and greatest is GC holders get a waiver.

Just when you think you have TDS eradicate,  a new case shows up.

waiver/travel tax exemption certificate is free but there used to be a processing fee of 200php.

Since 2016, TIEZA scrapped the processing fee for waiver/travel tax exemption certificate.

The last time I checked in, I was informed of the extra step. I wasn't even prepared for it. I didn't have the right documents. All I thought was if I have my GC I can qualify for the tax exemption. But anyways, what do you expect? Less likely PH has a standard unified process.

OP noted that they will be leaving from Mactan Airport. That was my experience from mid-Nov 2017.

Yes my wife got slammed for the P200 fee back when.   Next time she was a USC and it didn't matter.  ;)
