I have a question here. My documents got there at NVC on 4/18 that was 2 days ago. Is it for real to wait another 8-11 weeks to receive a CC?! I know it would be even worse getting a checklist

Nah. NVC is working faster now. They are quoting 6 weeks so expect anything between 3-6 weeks for a CC.

Urgent help required!

What can be used as a proof of relationship while filing i864A? My brother in-law will be filing i864A for me as my wife's income won't be sufficient to sponsor me. Thanks in advance :)

Your brother-in-law would not be eligible to file out the I-864A form for you!,he would have to be the joint sponsor (I-864)

I hope so! Not the same when I petitioned 10 years ago from USCIS>NVC>CONSULATE all done in 10 months. That was my ex wife I divorced her and remarried. I hired an attorney doing for me twice one in 2005 and the other in 2008. I had experienced with K1 fiancee visa then CR1 so now IR1. I'm not trying to be funny about that.

Matthew- are you a pivot case?

I don't know. How do I tell if it is a pivot case?  My happiness in getting the case number and invoice ID was short lived. Even with case number and invoice ID, I cannot log on to pay fees or ds-261. "Please be advised t" hat the case that you have attempted to access is not eligible for further processing by the National Visa Center at this time. Please contact the National Visa Center if you believe that you have received this message in error. "  NVC  says 6 weeks for supervisor review. We are so sad.

If you don't mind what embassy do you have? That determines pivot case. Most likely you are not pivot. It takes at least 8 to 9 weeks for pivot cases to get a case number. You have to wait for your email to be able to access your fees and other forms. Give it a day or two.

I think you should be non pivot given that you got your case number in 4 weeks. I'm quite sure your beneficiary's country is non pivot.  You can always confirm when you call NVC or when you receive your welcome email which will tell you to upload documents or mail it.
