If you have got the case & invoice numbers then access to CEAC site and see if there is DS-261 or not. I was told there is no DS-261 for pivot cases. Let others chime in to answer this. Good luck!

It's says on NVC website that everyone must choose a formal agent and the only way is through filling the DS-261.

How does it really work then lol?

Please kindly scroll back 2-3 pages then you could see someone commented no DS-261 for pivot cases. Just wait  for the email or just call NVC asking which case is yours, regular or pivot. :)

when you say a copy of the tax return, do you mean a copy of the filled out tax form? i filed my taxes late and i am anticipating getting a case number next week, i likely will not be able to get a tax transcript before it time to mail in the documents

When you call NVC and if you have to pick option 5 to speak to an agent, yout case is pivot. 

When you log on to CEAC, the first instructions will tell you to pay the fees and then upload documents. This means your case is pivot. There is no DS-261 for pivot cases

I also am not likely to be able to get a 2017 tax transcript, as we have filed a Form W7 with our tax return which takes longer to process. We have photocopies of our submitted tax return(1040, W2, 1099, etc. -Everything we've submitted to the IRS) which we will include with the Affidavit of Support.

2017-07-17: Sent I-130
2017-07-21: NOA1
2018-02-12: NOA2
NVC:
2018-03-06: NVC received case
2018-04-12: NVC Case #
2018-05-10: Pay IV fee

2018-05-16: Submit AoS/IV documents
2018-05-21: Scan Date
2018-05-24: Case Complete

2018-05-29: Interview scheduled for July

Embassy:

No problem with sending in the tax return with the other forms for 2017. My husband filed a paper return because I have no SSN and he sent a copy of his return with his W2 for 2017. We just got our case complete at NVC

On I864 where it asks for Alien Number did you guys put anything or N/A. I'm a naturalized citizen so I do have a A# on my naturalization certificate. But I read somewhere that it should be N/A for citizen.

If you mean Part 2, that part asks for the A-number for the IMMIGRANT. Nothing to do with the petitioner's citizenship. So it will be NA, or if you are typing it out on softcopy, you will put all 0.

did he write a letter explaining why, he attached a copy of the return and W2 instead of the transcript?

No. There is no need because the instructions say you either submit the IRS transcripts OR tax returns with W2.
