Call NVC and check it you might have got CC I know people from India who have SD 04/02 got CC already

Hy guys 

p.d 10 oct 2017

my case got approved on 9 apriL 2018 texas service center.

1 week has passed still uscis has not sent case to nvc not any status change online of case sending to nvc.

Should i contact them or its normal?

texas takes 5-6 weeks to send cases to the NVC.

I don't know why Texas is so slow with sending! Took them almost 6 weeks for them to send mine & another 2 until NVC received it. But this was back in November & December...so I blame holiday office parties lol. Hopefully they're faster now...but you can always call & ask.

After waiting 6 months than this 6 weeks wait for just damn sending is really frustating wait and than 8 weeks for case number.

Should i call uscis or nvc now?

and can i call them from out of u.s

their contact?

You can call USCIS & ask if they sent it or if they have an estimated date of when it will be sent. Unfortunately they probably won't have a straight answer. You can call from outside the U.S..... I don't when I'm overseas just because I don't want to pay the international rate!
