Pruitt's EPA security broke down door to lobbyist's condo

The Environmental Protection Agency paid a Capitol Hill condo association $2,460 after Administrator Scott Pruitt’s security detail broke down the door, believing he was unconscious and unresponsive and needed rescue, ABC News has confirmed.

The payment, the amount of which was first reported by The Washington Post and verified by a source familiar with the incident, occurred after a bizarre incident last year that the EPA has for months refused to discuss.

The incident occurred in the late afternoon on March 29, 2017 at the Capitol Hill address Pruitt was renting, which was co-owned by the wife of a top energy lobbyist. A Capitol Police officer called 911 at the behest of Pruitt’s security detail, which had tried unsuccessfully to reach him by phone, and by banging on the building’s front door, according to police recordings obtained by ABC News.

“They say he’s unconscious at this time,” the 911 operator is told, according to the recordings. “I don’t know about the breathing portion.”

Responding fire units from a Capitol Hill station house mobilized. “Engine three, Medic two respond to unconscious person,” the radio transmission said.

The protective detail then broke down the building’s glass-paneled front door and ascended two flights to Pruitt’s $50-a-night bedroom, where two sources tell ABC News he was found groggy, rising from a nap. It is unclear what led to the panic that caused the response. Pruitt declined medical attention, and a police report was never filed.

The lobbyist-owned townhouse that EPA Administrator Scott Pruitt rented for relatively small nightly sums also served as a hub for Republican lawmakers hoping to raise money for their congressional campaigns. 

A review of fundraising invitations reveals that at least three members of Congress had fundraisers at the now-controversial Capital Hill brownstone during the same period of time that Pruitt was living there. Several of those fundraisers took place on dates when Pruitt was in Washington D.C.,  according to a cross reference of the invitations and Pruitt’s schedule. 

The EPA said that Pruitt wasn’t invited to and didn’t attend any of the events. And even if he were to have attended, ethics laws do not prohibit a cabinet secretary from going to a political event in his or her personal time. 

While Pruitt wasn’t in town for all of the events, the cross-pollination of Pruitt’s lobbyist-owned accommodations and the apparently common fundraising activity raises another round of questions over how the EPA chief conducted himself upon arriving in Washington. 

“Nothing says ‘the swamp’ like corporate lobbyists holding high-dollar fundraisers in a luxury Capitol Hill condo,” said Brendan Fischer, the director of federal reform programs at the Campaign Legal Center, a nonprofit ethics group. “The fact that a senior member of the administration is staying in a lobbyist’s fundraiser den when he isn’t flying first class on the taxpayer dime might say something about President Trump’s commitment to his ‘Drain the Swamp’ pledge.”

Embattled Environmental Protection Agency Administrator Scott Pruitt fired back at critics Wednesday, defending his decision to take a $50 a day condo rental from the wife of a lobbyist and claiming he just found out about a controversial pay raise for two of his staff members.

“My staff and I found out about it yesterday and I changed it,” Pruitt told Fox News in an exclusive wide-ranging interview.

When pressed to provide specifics, Pruitt said he wasn’t sure who would be held accountable or if the person who authorized the raise was a career EPA employee or a political appointee.

 

“You don’t know? You run the agency. You don’t know who did it?” Fox News’ Ed Henry asked.

“I found out this yesterday and I corrected the action and we are in the process of finding out how it took place and correcting it,” Pruitt responded, though he didn’t say if anyone would be fired.
