I just have a general question:

 

- How soon before filing the I 751 do we receive a letter from USCIS that inform us about the time we should send the package?

You don't receive any sort of notice from USCIS about how/when to do the Removal of Conditions.

It's your responsibility to keep track of when you are eligible to file, and the date you are supposed to file by.

But I heard you get some kind of documents from them before filling for ROC, right?

I received a notice a couple of months before it was my time. It's not uncommon for it to never be sent out/never arrive though, so it's the conditional LPR's responsibility to know when/how to file.
