Interview now required for all K1 AOS ?

I had the opportunity to talk with our local USCIS field office director recently; I mentioned to her that I had read that many or most people "adjusting" (AOS) from a K1 were approved without an interview, and asked her about the likelihood of my husband getting his AOS (K1) approved without an interview.  She told me that as of April last year (2017), interviews are required for ALL AOS.  I was sure I had read about people being approved without interviews somewhat recently, but when I started searching for those posts they all seemed to be from April or earlier.  I'm wondering (hoping) if perhaps what she meant was that all cases transferred to the local field office are required to have interviews.  In other words, perhaps the local adjudicators previously had the discretion to waive an interview, but now they don't.  Perhaps the national processing center still waives some interviews that never get transferred to the local field office?  Does anyone have any thoughts or observations to support or reject any of my theories?  I'm not worried/concerned about an interview, but it would be nice to continue hoping that a green card may just magically arrive in the mail some day!

07/18/2017:  Police clearance certificate obtained

07/25/2017:  embassy interview! APPROVED!

09/27/2017:  Port of entry: Ft. Lauderdale

11/11/2017:  Married!

11/13/2017:  AOS packet (with EAD and AP) sent to USCIS

11/14/2017: AOS packet delivered to USCIS

11/20/2017: NOA1 Notice Date (for AOS, EAD, and AP)

11/28/2017: NOA1 Notices Received (for AOS, EAD, and AP)

12/01/2017: ASC Biometrics Appointment NOA Issued

12/19/2017: Biometrics appointment

01/05/2018: USCIS Case Status for EAD and AP shows "updated" but no new information

01/12/2018: USCIS Case Status says EAD approved; card in production

01/16/2018: USCIS Case Status says EAD card mailed

01/18/2018: USCIS Case Status says AP approved

01/20/2018: EAD/AP Combo card received via priority mail!

01/31/2018: Case status changed to "We are scheduling your interview" (at myaccount.uscis.dhs.gov)  

   (original/main site, egov.uscis.gov, still shows status as "Fingerprint fee was received" as of 11/17/17)

06/01/2018: Still impatiently waiting :)

There have been people in the oct/nov 2017 aos groups that have just received their greencards in the mail, without undergoing interviews. So it does happen, albeit not as often as in previous years. 

 

As to whether these were cases approved / interview waived at NBC level (vs local office level), that is unknown. I would personally like to know the answer as I myself would like my interview waived at NBC.

I've heard the same rumor, but the data just doesn't match up to it. There's VJ timelines here that were approved after filing in Oct. 2017 and have a green card in hand without an interview (use the Timeline Search here). There's also reports in the monthly threads showing the same thing.

However, in looking at the monthly status topics in AOS (I think there were some in the Nov and Dec groups), I've seen a few people still getting their GC without an interview, and sometimes without any notice and it just showing up in their mailboxes.  Based on those experiences, I think there are still sometimes where a K1 adjusting does not get an interview but maybe that's happening less than it did in the past.  It seems like it was likely a policy decision that they are attempting to try to stick with but maybe to keep their processing times down, they are still making some exceptions and issuing K1 applicants GCs without interviews.
