I have have no doubt illegals will avoid the census no matter what, maybe more so with the citizenship question. But like with all census questions, one need not answer. I suggest taking the exam and working for a segment on the 2020 Census. I did for the 2010 Census. It’s a real eye opener. 

I think a lot of folks (legal, illegal, and citizen alike) avoid the census.

There is a test given at the start of recruitment for the census. This is how they chose the workers. If you are picked, there are various parts of the process. Address canvassing is near the beginning, workers go out street by street, house by house checking addresses against a master list, adding and deleting where necessary. Then there is a group quarters segment, prisons, etc. Then there is a follow up for people who don’t send in the questionnaires. Perhaps in 2020 it will be possible to reply via computer, in 2010 it wasn’t.

Lots of people avoided it, yet your response is required by law.  It is important because the data is used for Congressional seats among other things. It’s interesting to work it.

It is required by law, but the penalty for not doing it is almost unenforceable.  It is kind of like the law that you have to yield to emergency vehicles, technically a driver can get a traffic ticket for not yielding, but what LEO on their way to a potentially more serious incident will stop to write it up, also, FDs and Ambulances don't have the power to issue citations.

You are required by law to answer how many eligible voters live in your house. You are NOT required by law to answer any other questions (including your name).

I got some crazy extended version of the census. It wanted to know things like, How many commodes I had , how many computers I had etc.

 

I got several threatening letters. Never did fill it out. TMI

This is true. I doubt anyone has been prosecuted or fined, but it is still a violation of the law. 

 

The one bit bit of information that they really want is the number of people living in the home, legal or illegal.

Same here. All they have is empty threats and intimidation. The census worker where my friend lives was on some power trip and called the police on my friend because he didn't fill in the full extended form and refused to several times when they came to his house. The police came and the census worker ended up being escorted off his property and told by the police if they come back they would be arrested for trespassing. In my case I never even heard from anyone regarding it.
