If petitioner files jointly with spouse. Does spouse need to fill out i 864 form as well?

Sounds like you’re talking about a married joint sponsor. Joint sponsor does I-864 and his/her spouse completes I-864a.

I should say they file tax return jointly.

They not using any assets. Petitioner files tax return jointly with his wife. He is sponsering his son to come in the US.  I want to know if petitioner's wife have to fill out i 864 as well.

Ohhh that makes more sense.  If he makes enough to support his son and wife based on the poverty guidelines then no but, if he doesn't then wife can submit as well to push them over the poverty guideline. Just remember, they need to count total in household.
