You do not have to include them in the household count unless you financially support them.

 

The USCIS makes an allowance to help people who fall short in income. Normally one person has to make enough by himself to sponsor or be joint sponsor. But if you are related and live under the same roof, you are allowed to take advantage of the exception. Let's say you need $20k to sponsor.  You make $15k. You live with Dad who makes $15k. Neither of you qualifies alone for $20k. But because you are relatives, and live at the same address, you and Dad can pool your income to make $30k "household income". You have to document that you are related and document your same address in the packet. Also the family member helping has to fill out an I-864A agreeing to be your helper so to speak.
