HI 

How long it will take to got approval for my case , since January 10, 2012 my brother apply for my he received a receipt and nothing else until now ,

while i am choking my case status through the web site showing

( case was received ) my question when there are going to work on my case , i submit through (California service center ).

It can take as much as 15 years to sponsor a sibling. Usually about 12-ish years. You won't hear anything for a while.

Select the form and your service center. If you're California, it showed between 82 months to 106.5 months. You will be waiting for quite some time.

what about the initial approval for the case ,

He has received the I-797C which is what we call the NOA1 on here meaning USCIS acknowledge the receipt of the petition. There won't be a I-797 aka NOA2 aka approval notice till the case is approved. You won't get the NOA2 yet because as shared above, you'll be waiting for many years before that finally happens.

I've heard from some people ,that they receive approval within 2 years from submitting the case then they have to wait 12 year for visa availability through NVC

the 4th category which is for brother or sister of a US-citizen is a long wait. in my case it took 10.5 years total and that was back in 2010 that i got a Visa number assigned.  it also depends on your country of citizenship. China, Phillipines, Mexico and one more country have like a 20 year wating period to get a visa assigned

Most (except India, Mexico and Philippines) F4 petitions now current have a priority date of September 2004, and it’s generally been the case that the visa bulletin moves less than a year per actual year so...maybe another 8-9 years for you? Maybe even longer.

For reference, you may hear back on the I-130 sooner and get approved. But the case can't continue through NVC until the PD is current. That will likely take somewhere between 12-15+ years. Maybe longer. And this assumes no changes to immigration law (F4 is one often discussed for removal, but has never actually happened in the past, obviously).

California is still working on cases from 2009. You have a long wait right now.
