My husband had his interview appointment July 30th 2017 and was out under admin processing. They have updated his case off and on but it has always stayed under admin processing. In March 9th there was an update but ceac stayed under admin processing and an email was sent out telling my husband his visa was ready for pickup but immigration gave him his passport back after immigration appt. What could this email mean?

Contact the consulate.  Sounds like they want him to send his passport in.  The CEAC status probably wont change until the visa has been placed in the passport.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Ceac still says administrator processing. The email he received has a tracking him and says his passport is ready to be picked up butwe have his passport. I dont understand what they could be tracking.
