It's suggested to carry a notarized letter from the other parent (whether married or divorced, and whether the travelling adult is a USC or not) giving consent for the child to travel outside of the country....from my own experiences with this travelling to different countries with my daughter (and without my husband) I've learned that the letter is not a legal requirement in any way and rarely asked for by POE (personally, I've never had it asked for by an airline before boarding).

My children and myself are all USC and in Germany an officer required that I show it to her. Thankfully I had it!

In Canada you also need both parents to sign for a passport but my ex still needs travel consent each time too.  He is rarely not asked.

They will definitely catch that pattern when OP tries to get another K1 for a new "love" found within 1 month. And they may start thinking he is getting something in return for so many K1's.

Again, the CBP website even says that while they highly recommend this it is not required by US law.  The recommendation is because OTHER countries may require this including but not limited to Canada

I've been asked for the letter only 2 times out of 6 entries into Canada.  Interestingly enough, once I was asked if I had a travel letter when *re-entering* the US on my GC with my USC child---the officer just wanted to know if I'd had the letter in the first place when travelling, and waved me off when I started to get it out of my bag to show it to him.

 

Guess it all depends on the officer one encounters at the border.  I'd still rather have the letter on me in case it's asked for though.

Better to have than not considering it HAS been asked for, as noted by personal experience by myself and others on this forum.  Argue all you want but CBP can deny entry without it, and so can other countries when you are travelling as an only parent. 

My kid has a copy from myself AND their father when travelling alone as an unaccompanied minor.

My original post said said EXIT USA and you went ahead and added facts not in evidence,

The point I was trying to make was just because both parents consent to a passport does not mean both parents consent to travel as you were saying. I was not refuting/arguing exit/entry controls of the USA which obviously need some upgrading or training.   Sorry that you missed my point.

He must have given permission for the child to get a passport.  It sounds like he gave permission so that she and the baby can go to her country, hoping he can figure out a way to prevent her (and the baby) from coming back.  I think that it's pretty clear what kind of person this is.
