If this scenario is true that the super long delay by I-751 is causing the difference between wait times of solo vs combo filers, then that might explain why combo filers have to wait so long.

 

I applied I-751 in Oct 2017, N400 in Oct 2018, and interview date was March 2020.

 

Solo N400 takes about 10 months while combo filer (me) took 18 months (excluding the exception created by virus).

 

Times of Filing ->  I-751 -------12 months------N400-----18 months------Interview

 

IF it takes 20 months for I-751 to process, then by the time I applied N400, I-751 had only been filed for 12 months and was still sitting in the backlog line and needed another 8 months to be ready for N400 to start going.

 

Therefore, we change the timeline a bit and give I-751 20 months to process before N400 actually starts.

 

Processing Times -> I-751 (Oct. 2017)-------20 months-------N400 starts processing (May. 2019)-----10 months-----Interview (March. 2020) 

 

My interview was indeed scheduled for March 2020. In this case it seems to fit the pattern.

 

By restricting the flow of I-751 cases (e.g. let fewer people work on them), one can not only prolong the time it takes for solo marriage-based N400 filers (because they must apply for I-751 anyway) but also combo filers to get citizenship, therefore preventing a significant number of people from voting. Changing processing time of I-751 from one year to two can push a full year on N400 therefore preventing hundreds of thousands of marriage-based N400 filers from voting in this Nov.

So in your conclusion, is it taking only 10 months for the N-400 between filing and the interview?

No. I was actually using 10 months as a plug in for solo filers. I looked at VJ timelines to see how long it takes a solo N400 filer to get interview. It's around 10 months. So I used it as a plug-in. The assumption is that it takes 20 months to process I-751, and therefore the whole journey would be somewhat of a add-up of 20 + 10 -> around 30 months total journey. A favorable result would support that I-751 & N400 are in series, not parallel; a longer I-751 processing time delays the (actual, not filing date) start of N400 and therefore the overall journey. So it doesn't only take 10 months for N400 between filing and the interview. It takes about 10 months between the actual start of processing of N400 and the interview. In this case, combo filers filed early, before the finish of I-751, but their N400 timer didn't start until I-751 was "ready for interview."

I understand. I think you are right. I have waited for 30 months already since I filed I751. I am ready to start submitting letters again. I expect that by time they open, I should be ahead in the interview line. So what's ypur advice for new people? Wait to get 10yr GC and file only N400 or do what we did and be combo filers?

I hope yours get called soon. You are probably right after me because I filed in early Oct.

 

My advice for new people would probably be that they might find finishing up I-751 first before filing N400 is more secure and less stressful. The reason is that once your I-751 finishes you at least have a 10-year green card and your condition is removed. So when you wait for the N400 you are of no hassle of getting stamps or having to worry about the conditions placed on the temporary green card.

-I751 filed Sept. 2017

-N400 filed Sept. 2018

-I551 stamp expires this week and cannot get another for now unless an immediate family member overseas has passed away.

-Lawyer submitted a case inquiry in late March and were told we were still within processing time frame, although we were over by several days. Submitted another in late April and were told we should receive a decision or other notice within 120 days. So we shall see.

Seattle office is different. I think it is also different case by case. I’m a combo filer. They scheduled me an interview for 1-751 first and issued me a 10 year green card. I’m now still waiting for my N400 interview scheduled.

Just checked my online status and it says that my expected completion date is in 14 months. It will be interesting to see how accurate that date actually is.

I guess even after USCIS reopening...less interviews and bio will be scheduled to keep social distancing in place which means longer wait..

I doubt social distancing will add significant delays. Each interview etc will still take the same time  they will probably physically space people out more as they wait in the building.

I am a combo filer.

I-751: filed on 11/4/2017

N-400: filed on 10/22/2018

I have never moved and lived for the last 9 years in Seattle.

 

Updates:

 

1) Even though I called to get 4th extension stamp (form I-551 that supports LPR status), they were not able to schedule me an Infopass appointment in Seattle. The Immigration Officer asked me for an employer letter and even though I emailed them back, they assured that they don't have spots. They told me to call at the end of May to schedule an appointment for June. My stamp expires on June 4, 2020.

 

2) I sent an E-request for the N-400 because it is now outside normal processing time.

This is the reply that I got:

"USCIS acknowledges the receipt of your N-400, Application for Naturalization, Receipt #..., which you filed on 10/25/2018.  It is true that the website says we are processing N-400s with a filing date of October 15, 2018 or sooner.  However, your N-400 application cannot be adjudicated until your I-751 is completed.

Therefore, according to our USCIS.gov website, the processing time for an I-751, Petition to Remove Conditions on Residence, is 20 months to 46 months for the Seattle Field Office.  USCIS received your I-751 application on 11-13-2017 which is 30 months from today.  Therefore, your case is still within processing guidelines.

We are unable to determine at this time when the review process for your I-751 will be completed.  If you do not receive a decision or other notice of action from us within 30 to 60 days of this letter, or after the stay home order has been lifted from your state, you may contact our National Customer Service at 800-375-5283 to further inquire about your case."

 

Conclusion:

 

There is a discrepancy in the messages that they have been sending to people.

They told US Senator Cantwell that "both cases will be adjudicated simultaneously, at the time of Naturalization".

NOW THEY ARE SAYING THAT WE HAVE TO WAIT 46 MONTHS TO APPROVE THE GREEN CARD BEFORE THEY TOUCH THE NATURALIZATION CASE.

Something does not make sense here. I am totally puzzled and don't know what to do (other than waiting 16 more months so they can finish the ROC case).
