Definately sounds like you need to start here : http://www.visajourney.com/content/k1guide & http://www.visajourney.com/content/k1flow

Morocco is known to be a high fraud country, so unless substantial evidence of relationship can be shown at the embassy level, it can be denied. At that point you look into spousal visas most likely which means marry then apply again.

Search here on VJ in the top right hand corner in the search bar for things like "Morocco K-1" and read threads from others going through that embassy and how they compiled their own petitions.

Definately suggest your sister do the reading mostly because she and whoever her petitioner is (the US citizen) need to be the ones most informed of the info.

K1 visa (fiance visa) in Morocco is VERY hard to get - they look for a lot of face time spent together. The often approve only 4 or 8 fiance visas each month.

If her visa is approved then yes she goes to the US and gets married and waits for her green card.

There are guides on here telling you all the steps. http://www.visajourney.com/content/k1guide

If you don't understand because of your English, or she doesnt, have the petitioner come on here and research - Morocco is not an easy country to get a K1 or CR1 visa from unless they have had many visits together.

thank u and for spousal visa from morrco it will be accepted and what will be the processing time

That can be 12-14 months, and it too can be denied also. Nothing is guaranteed in immigration.

recently for one month she was proposed to her trought his mother who travel sometimes to us

If they marry the first time they meet each other, their visa will probably not be approved in Morocco - or they will have a very long wait in Administrative Processing. You need to spend more time together through Morocco - it's very difficult.
