I am 37 years old. I came to USA with a valid  F-1 VISA at age of 19  and stayed and lost my status when I was  24  years old. Later  I Got married reinstated my status and got my permanent residency card when I was 32. I am planning to apply for citizenship. There is a question 

Are you a male who lived in the United States at any time between your 18th and 26th birthdays in any status except as a lawful nonimmigrant?

... If you answered "YES" but you did not Register with the SS and you are now 25 years old or order, attach a statement explaining why you did not register.

 

I never applied for Selective Services and now I am 37 years old. Should I Say YES or NO.. If yes Should I apply for selective service first then apply for citizenship?

When you arrived, you were 19, but you were a F-1 visa holder - a lawful non-immigrant.

 

The question being asked basically was Did you live in the US between the ages of 18 and 26 under an immigrant visa category - like, K1, IR-1, CR-1

 

So your answer should be NO.  Attach a statement why you did not apply for selective service - your reason would be because you were using a visa under a non-immigrant category: https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/all-visa-categories.html - If you go to this website, and expand the list of non-immigrant visa categories, student visas (F-1) are listed.

02-23-2018: Date on Biometrics Appointment Letter (Biometrics Appointment at Jacksonville ASC on March 13, 10:00 a.m.)

03-08-2018: Biometrics complete

04-05-2018: Case status updated - Interview Scheduled on May 10, 2018, 10:15 a.m. :D

05-10-2018: Citizenship Interview - Passed English and Civics Tests, Recommended for Approval! :D 

06-19-2018: Received email and text notification: Naturalization Ceremony Scheduled; waited for letter to be uploaded on online account - it has been set on Wednesday, July 25, 3:00 p.m.

07-25-2018: I am now a U.S. Citizen!

Shouldn't he answer YES since at age 24 he lost his F-1 status which is lawful non-immigrant? Once he lost this status he was probably unlawful?

Technically when you became unlawful at 24 you should have signed up. Say yes, because you were present in the country, then explain why you didn’t signup. More than likely was due to the fact you didn’t know you had to.
