Curious about the journey of the I-130 petition

Just curious, what happens to the I-130s at the Service Centers, once they're accepted? Do they just wait in a room until someone looks at them? Also, is there any rhyme or reason how they choose which petitions to review, once the time comes? I'm really curious about the whole process and what the USCIS officers' processes are in terms of reviewing the I-130 petitions. 

 

Also, what potentially caused the slow-down in the CR-1 Visa process? I was looking at some data from a year ago and NOA-1 to NOA-2 times were waaaaay shorter.

We all wish we knew. The most frustrating part of all this USCIS stuff is that USCIS is utterly opaque in its processes. In theory they have a first in first out rule, but obviously this isn’t true. Basically, yes, they are entered into the system and then filed away somehow until officers get to that date. 

It seems as though, when the date comes up, each officer takes a box of files, and then works through them. This may be why some number of people with similar dates wait so much longer... their box went to a slower worker. 

 

But really, no one knows.

 

Equally, there is tons of speculation as to what caused USCIS to slow to a crawl a couple of years ago. But in the absence of any transparency from USCIS, no one really knows why. Sorry I can’t be more help.

Manpower...  Sometimes they redeploy human capital to other applications for periods of time, like H-1's as an example, which is a seasonal applications

 

Background checks complete at different times.  Some might come back clear in days and some might take weeks
