Getting PSA Documents From the USA?

and like I said this requirement appears in 2 different sections of the e-census website and the automated email you get when you request for the certificate.

I requested it from PSA Aseana, in person end of last year,  PSA made note that if we completed ROM to include the reference information from the returned ROM certificate, this indicated file location.  They had zero issue finding it.

Oh I see now, I think if you request for it LOCALLY like, in the PHILIPPINES - there's no need for this dispatch # etc, but if you're requesting it ONLINE - then you would need the extra infos.

I think the reason PSA doesn't have the document in hand is because if the marriage/birth of child was reported abroad - the  Foreign Service Post in my case the NY General Consular forwarded my Report of Marriage to the DFA (not to the e-census people). So the e-census people can only locate my record if I provide them the dispatch, request # and transmittal date which will be given by the DFA if you email them.

 

This requires a diagram, but again if the certificate you are requesting was filed while you're abroad like a Report of Marriage or Birth of a child to a Philippine Consular, you would need to wait 2-3 months before the DFA can give you what the e-census is requiring you to email them.

 

For example:

1) File Report of Marriage to NY General Consular > NY General Consular > forwards this to DFA.

2) Wait for 2-3 months for DFA to record it.

3) Email DFA requesting for dispatch #, request # and transmittal date. For DFA to assist you, you have to provide DFA the following:

  • Date of registration of the Report of Birth/Marriage/Death
  • Foreign Service Post it was registered
  • Name of the child/spouses/deceased (depending on the cert you want)
  • plus a scanned copy of the Report of Marriage.

4) Apply for the certificate on the e-census website. Email e-census the dispatch #, request # and transmittal #. Then pay e-census through BDO

5) Check the status of your request on the e-census website. The status should say PROCESSED from WAITING FOR PAYMENT. Same page will also say POSITIVE if they find a match.

Do you have a link for the BDO payment? Or is on hold until I provide everything else?

 

They should have all these rules on the PSA or ecensus website! No one will know!

1. They can only provide you a PSA Marriage Certificate if you have filed a Report of Marriage.
2. You will file a Report of Marriage to the Philippine Consulate that has jurisdiction in your state. In my case, Massachusetts is in the jurisdiction of the Philippine General Consulate of New York. So I filed a Report of Marriage to the NY Philippine Consulate via USPS Priority Mail.

3. This is the format I had my mom follow to make Payment through BDO https://www.ecensus.com.ph/Secure/PaymentInstructions-BDON.aspx but again if you have not even submitted a Report of Marriage, step 3 is no help.

4. Yeah, I wish it was more direct. Thankfully, I just googled dfa dispatch number and sent me immediately to the DFA FAQ page! :D

 

It's on the e-census FAQ page. #17. This also applies if the Marriage happened abroad.

Wow they make it almost impossible now. Is there a form to file the report to the consulate the get the numbers to apply for PSA documents? How long does the process take now to get documents from the PSA with the new system implemented? We only have Frontier Bank here. Can I take the form there to pay it?

You have to file your Report of Marriage to the Philippine Consulate General that has jurisdiction in your state. Are you residing in Nebraska? Looks like you have to file your Report of Marriage to the Philippine Consulate General in Chicago. Check their website for their other Report of Marriage requirements:

They only need your marriage reported? What if you are single? You cannot get PSA documents from abroad? Do you need to do this in the Philippines now too? It might be easy to have a lawyer in the Philippines, or travel agency report my marriage in Manila, yeah?

 

On the link it says you need to attach the original copy of your marriage certificate and birth certificate in order to register your marriage in order to get a copy of your marriage certificate and birth certificate???

 

That is a Catch-22! You can't get PSA documents, unless you register your PSA documents at the consulate, where you need to present your PSA documents in order to get your PSA documents!

 

It's impossible! Is that only from the USA? Or for every order?

If a Filipino citizen residing abroad is single, they can request for a CENOMAR (certificate of no marriage) using the e-census website. There's no need to report anything to a consulate because as long as PSA can find a birth certificate of the individual in their records they can produce a CENOMAR. And yes, they can mail the document internationally.

I think they're talking about 2 kinds of marriage certificates here. One is the marriage certificate from the CITY HALL in your town/state in the US.

 

The other marriage certificate is the one PSA will produce AFTER you complete the Report of Marriage.

 

They can mail you a PSA marriage certificate internationally AFTER you complete the Report of Marriage.

Ugh! Why is the CENOMAR the only document that can be ordered from abroad?

 

Wait, I can get marriage and birth certificates locally here in the USA at city hall? Why all these crazy rules trying to use ecensus if you can just get them locally? I'm going first thing tomorrow! Thanks po!

Because the Philippine Statistics Authority (PSA) can't produce a PSA-issued marriage certificate if you don't report it to them. You have to report the marriage first to them, so they can mail you a PSA-issued marriage certificate.

Why can't the PSA issue PSA documents without first filing a report with the Philippine Consulate abroad? They never required that in the past. I don't understand why they need it now.

 

I contacted City Hall and they said they do not issue foreign documents. They said they can't even issue documents from other states or even cities in my state! Only ones that they made in this city. I miss when ordering PSA documents took 5 minutes!
