I can only use my example (marriage census) for this particular question.

 

The dispatch #, transmittal date, request # can be provided by the DFA if you email the DFA the following:

  • Date of registration of the Report of Birth/Marriage/Death
  • Foreign Service Post it was registered
  • Name of the child/spouses/deceased

All of the above are stated in my Report of Marriage document, which is probably the reason DFA also require to attach a scanned image of this document. Within a day of emailing them this scanned document, DFA will email you the dispatch #, request # and transmittal date.

(Upon receiving it by your representative/family member, then have them forward it to you via FedEx). If need be one of my SIL's or BIL's or somebody will pick the damn thing up in Davao, Panabo, or Tagum City. If they don't then you can expect me to get pissed and there goes any kind of my support. My asawa knows me and knows I am a easy going guy pissed off usually about something like not doing what they are supposed to do or said they would do. She also knows I will cut off support as well and she would understand that as well because she is like me.

 

Since my asawa some how misplaced her BC somewhere in the move from CA to NC.

E-census says they can forward the document to you not through PhilPost but FedEx, if you provide them your FedEx account information, and then they will charge your FedEx account as stated here: https://www.ecensus.com.ph/Secure/Files/e-Census Special Courier Service.pdf. I'm from the PH so I naturally don't trust bureaucrats. I would rather have a family member send the docs to me internationally.

Yeah I completely understand. I don't have a FedEx account to that is nixed. I will just have family get it and send it on unless I end up finding it.

If it's Birth Certificate - you probably do not need a dispatch #, request # etc. Since she would have filed that in the PH.

Wow. They make it REALLY hard now! So after I get all this stuff, they will allow me to get it abroad?

 

What if you do not have a scanned version of the document you are requesting?

 

And also it says you have to register at a foreign service post? What is that and were do I do that?

How do I get a representative in the Philippines? And how do I get to a BDO? I didn't even know we had BDOs here. lol Can I pay BDO online?

What that individual did was have his family in the Philippines do it through BDO. Good luck trying to pay through BDO because I tried and it was not successful. What province is your wife's family from?

Yeah! They were kind enough to put everything in the DFA FAQ page. I'm impressed. LOL. 

I think the reason PSA doesn't have the document in hand is because if the marriage/birth of child was reported abroad - the  Foreign Service Post in my case the NY General Consular forwarded my Report of Marriage to the DFA (not to the e-census people). So the e-census people can only locate my record if I provide them the dispatch, request # and transmittal date which will be given by the DFA if you email them.

 

This requires a diagram, but again if the certificate you are requesting was filed while you're abroad like a Report of Marriage or Birth of a child to a Philippine Consular, you would need to wait 2-3 months before the DFA can give you what the e-census is requiring you to email them.

 

For example:

1) File Report of Marriage to NY General Consular > NY General Consular > forwards this to DFA.

2) Wait for 2-3 months for DFA to record it.

3) Email DFA requesting for dispatch #, request # and transmittal date. For DFA to assist you, you have to provide DFA the following:

  • Date of registration of the Report of Birth/Marriage/Death
  • Foreign Service Post it was registered
  • Name of the child/spouses/deceased (depending on the cert you want)
  • plus a scanned copy of the Report of Marriage.

4) Apply for the certificate on the e-census website. Email e-census the dispatch #, request # and transmittal #. Then pay e-census through BDO

5) Check the status of your request on the e-census website. The status should say PROCESSED from WAITING FOR PAYMENT. Same page will also say POSITIVE if they find a match.

I have paid through BDO, ordered a bunch of BCs and marriage certificates for most of the family, when very smoothly.  LBC courier showed up a week later.  Of course we are metro Manila

I don't know when you requested yours but I just did - this month, and since my ROM was filed in NY consular they want my dispatch # etc. I can post a screenshot of the email correspondence, if need be.

and like I said this requirement appears in 2 different sections of the e-census website and the automated email you get when you request for the certificate.
