Getting PSA Documents From the USA?

OK. Sorry. Not sure where this goes. But does anyone know how to get PSA documents sent to the USA?

 

Obvious route of family getting it and sending it is impossible. They live in province. Can't travel. Would not know how. Have no form of outside communication.

 

I have been searching for months and nothing! 80% of the websites end up here. So I thought I would make an account and find some expert advice! Thank you!

If you go to ecensus you can get your PSA certificates sent to any address in the PI or abroad

e-census is the online PSA website, but it is flawed with issues; 1) online CC payment is not working  2) Delivery to the USA takes up to 5 months.   If you can use a payment method that is not a CC and are patient it does work.

 

I have used e-census to order PSA doc when in the Philippines but I pay for them using our BDO account there and then it is local delivery with LBC.  For this it works very well.

I recently requested for my marriage census sent to Massachusetts. (Passport renewal, via NYC consular outreach this year) Hank is right- the online cc payment is broken at this time and they'e "fixing it" (I doubt it).

 

They do respond within the day if you email them. They recommended to have a family member or representative fill out the BDO payment slip to make payment, in lieu of the online cc payment.

There is a sample format of how to fill out the payment slip. Also, they will ask you to send a separate email with the dispatch #, transmittal date and reference # for them to locate your records. Where you email records-director@oca.dfa.gov.ph and they will provide them for you. (Lots of red tape, I know. But such is the Philippines). The bright side again is they respond within the day. 

Feel free to read this DFA FAQ page as to what I mean by requesting for the dispatch #, etc. Look for the question : What are the details needed to provide to get the dispatch number, reference number and transmittal date from the DFA-Office of Consular Affairs, Consular Records Division?

Looking back, I wish my mom paid to have it delivered locally (PHP 300) and then used FedEx or whatever to have it sent here.

So how exactly did you do this? I am looking into doing this as well but if the local delivery is faster then I will do that.

That is only for the Philippines. Not abroad.

It is supposed to be for abroad as well but the credit card link does not work at all.

Yes, exactly. I am abroad. In the Philippines? No problem. And, sadly, no family or friends that can get it and mail it. I mean, there HAS to be some way. But I am lost.

I read on here them "fixing" it from August of last year!

 

What is this new "transmittal" and "dispatch" about? If I get these I can order from abroad?

If you filed abroad for example Report of Marriage through NYC General Consular, e-census would request a dispatch #, transmittal date etc so they can locate your record. You will see this additional requested info at various times:

-E-census FAQ page

-while you're filling out your info online (e-census website)

-when you receive the automated email saying they received your request and

-if you're corresponding with them via email

 

That's when you email DFA (see my post above) and they'll get those details for you and you will forward them to e-census.

That's when you email DFA (see my post above) and they'll get those details for you and you will forward them to e-census.

So I can file for PSA through the consulate? Do I have to go in person? Or can I do it through the mail? The nearest consulate is REALLY far away!
