whenever forking over money is the consequence for breaking the law, i believe the fine amount should be based in relation to the person's income. otherwise, the punishment is not equal.

i don't know that you'd need to create the fine based on a percentage of each individual's income.  but a 100 fine is a massively different consequence to someone who makes 20,000 a year in comparison with someone who makes 100,000 a year.

Some people are wealthy because they busted their butts as well.  I don’t think wealthy people are being given a free pass, they have to pay the fine if they are caught.

You have a point, but it still doesn’t answer the question as to who is going to verify the wealth of someone to make sure they are paying the proper fine?  To my knowledge, IRS records are considered personal, so if a police department, or prosecuting attorney needs to get them they need a signed warrant.  Will all traffic violations now need a court ordered warrant to determine that the proper fine is paid?

police department/prosecuting attorney again, is not charged with determining the proper fine amount and doesn't need your income.

Someone will need to make sure the proper fine is paid.  So when you get a ticket, depending on the violation, you pay the fine and get the points that is set by the locale where the ticket is issued.  Using the premise of the OP, apparently there will be different columns of fines depending on a person’s wealth, so will this be self reliant on the offender to pay the fine based on their wealth?  What if they simply choose to pay the lowest fine, who verifies this?

So the person who makes $100,000 should pay $500? If you make $1,000,000, it should be $5000? What about net worth? Do you think a $5000 fine hurts someone making a million a year? I’m guessing not.
