Best way is to relatively wealthy or old to get approved.

 

Last I heard getting an appointment  to get a passport is another major issue,  It is taking many months in Philippines, last person I heard with this issue  in Philippines section had to fly his gf to Palawan to get an appointment for a passport.

 

Pretty much all you can do is pay your $160 go to Manila for your denial.

Don't mess with any fixers for a passport or documents.

 

If someone says they can get you approved for a Tourist Visa for an certain amount of pesos, then you can rest assure they are scammers.

 

Get a passport, apply for Tourist Visa. I would say the odds of you getting approved are slim, but you never know until you apply
