Did the guy who was stopped (potential shooter) have whatever was necessary to be carrying the weapon? Or was it an illegal possession?

the cc guy was legal. the shooter was not.

It’s not a mass shooting because the shooter was stopped.  Might have been posted before, but you asked me to provide examples, so I shall do so as they come to my attention.  Hopefully, there will be as many of these per year as mass shootings, but alas, I don’t think that will be the case.

I'm not disagreeing with you that this had the potential to be a mass shooting. However,

 

I do think there is a difference between mass shooting events that are premeditated and planned, as opposed to this which from what I read sounded like someone got angry and suddenly went nuts.

 

I say I think there is a difference because I think how to prevent the two types may be different.
