No, you fill out two I-134 (your fiancée and her mom). The I-864 is for AOS which after your marriage.

Thank you for your help! My fiancé is not working so has no tax records so does she just leave this blank on the forms?

Form I-134 does not have a question for tax figures. Not asked.

OP: Traditionally the UK will ask for one I-134 form filled out by the cosponsor, as well as supporting evidence - such as a letter from the employer, the most recent tax transcript, or a collection of pay stubs. Recently however, there have been a few cases attesting to the fact that the IO wanted an I-134 from the American fiancé + the cosponsor. We don't have much evidence to conclude that it is a full policy change, only what a few have attested to in their experience. It may be what a newbie IO will ask for compared to a more seasoned IO.

From personal experience a few years back in the UK, the IO only wanted the I-134 from our cosponsor. We also provided an employer letter and tax transcript. They asked minimal questions such as to explain why we were using a cosponsor and whom the cosponsor was.

You absolutely do not mail these forms anywhere. You must bring it with you to the interview.

After marriage, AOS must be filed. At that time the financial form will be I-864. If you are still using a cosponsor (called a joint sponsor) at that time - then both your spouse and your joint sponsor must fill out an I-864 each. As I was not working at the time, I provided a simple affidavit letter of my situation and why I was not required to file taxes. Our joint sponsor provided all of the required financial evidence, which is similar to what was provided before, but with a few extras.

Fill out and provide what you can. As long as you provided all you can, the rest should be fine :)
