Applying for a visit visa

Hello,

Is it true that if someone already applied for IOM before (8 years ago) they will be denied if they will apply for visitor or k1 visa now?

Yes he registered as a refugee but when the file took long to process he just stopped following it and returned to his home country.

The K1 I don't know but the tourist visa could be denied since the person you mention showed immigration intent of some sort when applied as refugee. Is this question for you or somebody else?

No it is for my friend, he is Iraqi registered as a refugee with IOM about 10 years ago in Syria but when the case process took long time he returned to Iraq. On 2015 he applied for US visit visa and later for student visa and he was denied for both. So I am asking is it because he was registered as a refugee?
