NVC FEES PAID FOR DEPENDENTS

My PD has became current, but my previous agency is no more and I changed to another one. As per them, my case will be refilled and will start with I-140 to change the petitioner. In that case my case will be considered as a new case at NVC. My doubt is that whether I will get the previous priority date ? What will happen to the fees paid at NVC for dependents ? Is it refundable ? How long it may take for the whole process?

Please help
