An H1b, by definition is for high-skilled positions that can't be fulfilled by US based workers. Same applies for a green card. Highly unlikely for someone with an admittedly low education to qualify for a work visa.

Would be unusual which is why I mentioned the Company move. Now if you can offer something unusual then anything is possible.

OP,  Get a university bachelor's - and preferably, a master's - degree in a technical area and experience in Algeria.  Go to work for a respected company with operations in the US.  Work your way up to management.  Obtain a transfer to US operations on L1A visa. Seek green card sponsorship from your employer.  This is the "easiest" way to a US green card for a foreign national wanting to come to the US to live.

@CEE53147 but in my country  its a equivalent to an algerian bachelor degree i mean minimum requirment to study network is 2 years in high school i have completed my 2 years in high school and now im studying a 2 years in networking in a tech school  and bachelor degree in my country is 4 years in high school they are equivalent in my country

sow when a goverment workplace is recruiting and require an bachelor degree or it equivalent i can be accepted in algeria

Doesn’t matter what it means in your country. Matters what it means in the US. Many British ex colonies have 3 year bachelors degrees (after completion of high school). In these countries this is a full bachelors degree. In US equivalency terms it’s not, they need an honors year to make it the same as the US 4 years degrees; that means 4 years after completion of high school. If two of your 4 years are at high school, I’m guessing what you have is simply equivalent to a US 2-year associate degree.  So as others have said, without significant experience, you’ll not be able to get a work visa.  L visa transfers are for managers etc so you’ll also need a lot more experience before a firm can transfer you under L even if you manage to find one that can.

L1 includes employees with specialised knowledge.

UK system is different to the US, we do effectively 1 more year at school and 1 year less at University. OP is from Algeria so not relevant anyway.

In the US we study 13 years (maybe even 1 more of preschool) and this includes 4 years of high school

then onto a 2 year or 4 year college (Bachelor degree)

many with a 4 year degree in the US are still looking for jobs as the compettion is tight

a work visa in the US would require that there was not a USC here to fulfill the position

as for Canada my stepdaughter is there now 11 years with a MS (6 years of college)  and still has a menial job as she has to compete with Canadians

The specifics of the H-1B program can be found at:  https://www.dol.gov/whd/regs/compliance/FactSheet62/whdfs62.htm

There is an entire series of supplemental explanations identified by 62A, 62B, ...

Maany misunderstand the requirements of the program. There are also many abuses especially by "bodyshoppers".

Anyone wishing to work under this visa needs to be aware of the rules and not pay an employer for a visa.

H1b seems a very long shot in this case.

He would be competing with half of India.

Generally need that “specialized knowledge” to be more than a fresh graduate with one or two years experience, especially in a field many, many people do.

I was just using ex British colonies to make a point that what is accepted in a home country doesn’t necessarily translate to US (and actually UK is a bit “special” because you have two different types of 3 year degrees. Hons is equivalent to US 4-year, an “ordinary” isn’t, latter seem to be fairly rarely done though. Rest of the “colonies” add an extra year to get that hons. )

I doubt any company would move someone with a year or two of general experience, maybe if they had particular knowledge.

I can think of many people who have  joined a company and have had to wait the minimum one year to move on a L.
