DCF is not available in Nigeria. It may have been available there in the past, going by that other thread from 2011 you posted in, but that field office seems to have closed down. DCF is only available to US citizens who have resided for more than 6 months in these countries: https://www.uscis.gov/about-us/find-uscis-office/international-immigration-offices . It may be available to others under exceptional circumstances, but there's no guarantee.

 

If you want to do DCF and you currently reside in Nigeria you'll have to prove that your case meets the exceptional circumstances requirement. The field office that has jurisdiction over Nigeria for DCF purposes is Ghana, https://www.uscis.gov/about-us/find-uscis-office/international-offices/ghana-uscis-accra-field-office, and they have this to say about it:

If you live outside of Ghana in a country where we do not have an office, and you believe that exceptional circumstances justify filing your petition overseas, please go to the nearest U.S. Embassy or U.S. Consulate to make your request to file. You must provide evidence of exceptional circumstances. The consular section will contact the field office director to request permission to accept your petition overseas. If your request is denied, you will need to file with the Chicago Lockbox.

So it seems like you have to go to your nearest embassy (Lagos?) and request permission to file DCF at the Ghana field office. If your request is denied or you know you don't have exceptional circumstances then you'll have to file a CR1 to the Chicago lockbox like most other people.

07/17/2017: Packet 3 received

08/22/2017: Visa received via DHL

09/03/2017: POE

09/16/2017: Permanent Resident Card received

 

Total days from NOA1 to approval: 49

My husband was able to do DCF in USEM Manila Philippines while he's only on a Tourist Visa. Like what others said, it depends on the consulate and it's best if you email or call them. They would also provide the list of requirements you need to submit.

 

In our case, they didn't need "permanent" residency but we did have to prove that he had been living here in the Philippines for at least 6 months and have "established residency".

 

Here is the email that they sent us,

 

USCIS MANILA accepts and adjudicates I-130 Petition filed by U.S. Citizens residing in the Philippines.
Residency: Section 101(a)(33) of the Immigration and Nationality Act defines "residence" as the "place of general abode; the place of general abode of the person means his principal, actual dwelling place in fact, without regard to intent."
