They may require it or not. Not all applicants are subject to background checks or biometric services. From their form I-612 Instructions: "USCIS may require that you appear for an interview or provide fingerprints, photograph, and/or signature at any time to verify your identity, obtain additional information, and conduct background and security checks, including a check of criminal history records maintained by the Federal Bureau of Investigation (FBI), before making a decision on your application, petition, or request. After USCIS receives your application and ensures it is complete, we will inform you in writing if you need to attend a biometric services appointment."

Thank you I appreciate you taking the time to respond

Hi LuciaC,

The envelopes that they ask for will be self-addressed and will come back to you in Romania with your recommendation letter inside. You don't need US stamps. What you do need is internacional prepaid envelopes that can be send from abroad back to Romania without cost to the sender, in this case the DOS. Check with the post office in Romania if they offer this service. They probably do.

Thank you for your reply.

Unfortunately the employees at the post office here said it is not possible to do so (although i found the service listed on their website).

Is there another solution somebody tried?

Without the envelopes you do not receive your case number from DOS to check on the USCIS site and you also don't get the document representing the waiver from USCIS. It is quite a hastle to manage the situation in that case, from what I've learned. So I'd rather do it right from the beginning.

I'm sorry to hear. Two things:

1. Did you try another post office, since it's a service listed on their website? For example, in Brazil, the post office company is a state-run business but some subsidiaries are private. Normally in those subsidiaries, they don't know how to perform a service, or don't even know if that service can be offered and they simply say it doesn't exist. So, maybe in Romania is the same.

2. There are participants in this thread that are from Romania. Maybe you should message them directly and ask if they sent the packet from abroad. Maybe they will be more helpful.

Good luck!

Sure! Good luck!

Just a correction, the previous link from the Brazilian post office is actually only for legal entities. For individuals, I think this is the one https://www.correios.com.br/a-a-z/cupom-resposta-internacional#tab-3

Just go to the post office and ask for a way to send envelopes already paid to the USA that will be send back without costs to the sender.

Hey friend, sorry for bothering again. I was wondering if in your case you bought those reply coupons from brazilian postal offices (correios) online. The reason I am asking you that is because I have been in a couple of agencies here in my city (huge capital) asking for this service and they no longer do this kinda service. Would you mind letting me know how you did it yourself? I just found this service online (http://shopping.correios.com.br look for Instambul reply coupon model) and wanted to make sure it is the right one before sending it. Again, thank you so much for your help.

Hey, I wish I could help you more, but I'm in the US and didn't use this specific service from correios. The service I had problems using in the past, when I was in Brazil, was the money order. Some agencies would only tell me "I'm sorry, we don't have this" or "This service doesn't exist", others would say "We only send money orders to individuals, not legal entities" and there were a bunch that just do it wrongly, using the wrong exchange rate. I will give you the same advice, look at the very first page of this thread, there's a Brazilian who went through this process while in Brazil. Message her and ask how she did it.

Hey LuciaC and NIWjunkie,

There are some private companies that also do this kind of service, like DHL and Fedex. I took this piece of information from the US DOS Archives, they also ask for self addressed stamped envelopes and they say :"You can use DHL [see note below], Fed/Ex, UPS and express mail services for faster receipt/return of your documents. However, you must enclose a prepaid airbill and envelope. Note: DHL will discontinue service for domestic packages by January 30, 2009, and thereafter will handle only international shipments. The DHL web site, found through any web search engine, provides more information."

I hope you find a solution!

Hi folks, DOS just received my NOS. So, I am following the trends and posting my timeline.

As far as I've seen everybody else's cases I believe it takes more than 2 months to the DOS to send the recommendation to USCIS. Once I am in the process of getting a green card through consular processing (EB2-NIW approved and currently filling up DS-216 forms), do you guys believe there is any way I might expedite this process?

Just wondering because of as soon as I send the DS-216 I think the consulate will schedule my interview, but I cannot go to the interview without the J1-waiver handy.

Anybody going through a similar situation?

Hello everyone! I'm new here. Great to find this forum! It made feel more relaxed knowing many of us are in the same situation.

My non-objection case was received by USCIS on September 6 (i797c shows Sept 4). There was no update till September 27 when the status changed to "the case was received at another USCIS office". I haven't received any update since then. I'm getting worried since I'm running out of time. I requested an expedition last week but was denied. I wonder if anyone is in the same situation and any suggestions?

Many thanks!

Irene
