What do to if unable to obtain police clearance certificate??

My friend’s husband lived in Two different countries for like 18 months but he is currently living in his home country(he has the police clearance for this). But he no longer lives in those countries and it’s almost impossible for him for get police clearance since he’s not even from those countries. Is there something he can do? Write a letter to the NVC???

What are these two countries names and why can't he get a police clearance?

India and Ghana . Because he was only there as a student . And no longer lives there . And the pcc that was given to him has his old passport number and he lost that passport. He has a brand new pass from his home country .

 thank you so much for your reply. But what does he say to the NVC when the interview is scheduled about the INDIAN PC??

Exactly what the link says...  Unavailable for non-residents per the department of state website.  Since NVC works for the department of state they will know of this listing

It is better if you provide a page with a statement something like ,”i left india on ..... and no longer live there. Indian doesn’t provide PC to foreigners who are not living in India. So Indian PC is not available.” Just include that page with other PCs.

 

The officers wouldn’t memorize country specific requirements and sometimes those officer don’t look up about the details and might send RFE delaying the entire process. At least your such letter will make them lookup the requirement and they will be ‘ah ok it’s not required’.
