Timeline

I was wondering if anyone knows if deleted viber messages can be recovered. It is my understanding that 3rd party messages can 

be recovered as I asked Verizon and they said nothing can be done.

Your phone service has nothing to do with Viber as Viber uses you wifi connection or mobile data...

 

Why do you need to recover messages?

Verizon was, presumably, providing the internet connection that you used. 


Theoretically (and only theoretically) they MAY have been able to see the content of those messages at a super high level.  Viber tends to be one of the more secure services (in terms of their app and encryption and such) so it's doubtful that they could.

 

In any case, even if they COULD, and had a record stored of them, no one short of a court order from the highest court in the country they're based in could force them to admit it, let alone release records of it. 

 

Source: I used to work for a phone company.  We could 100% see what internet sites you visited (and for how long) AND the content of your text messages from a certain period in the past.   We would NEVER admit to it to the general public and in the 9 years I worked there only released those records on 3 occasions that I know of, all of which required a court order and were due to significant criminal proceedings against the person whose records were being released.    When I say "we" what I mean is, there were like 2 people in the entire company who had the authority to access those records, and it had to be done with the official OK from Corporate Security - it wasn't just some schlub answering the phone - for the most part they had no idea the extent to which we could see stuff.

You are correct that Verizon will provide lost text messages with a Court Order but Viber is a private application and the text messages do not go through Verizon.  We lost some of our conversations as well through Viber and we did not try to receive them.  My name is [edited out] and you can reach out to me on Facebook and I will provide you with my cell number and we can chat more if you would like.  I live in Northern Kentucky and my fiance is from the Philippines as well.  I will be meeting her in LA on April 19th to finally bring her back.  Our process started on July 2017 and she was just issued her K1 Visa on Thursday the 22nd and hopefully she will have it in hand in the next 7-10 days.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
