Yeah, you are spot on I got it today, It is transferred to NBC. On the positive side of it shows progress which is a good thing. Now the interview depends on the field offices. It makes me happy that they are physically touching our files :D

I just opened my own paper notice, same thing. It'll be interesting to see if they even send it to the local office, I've been reading around here that some people got approved soon after this notice.

Is Oregon relatively fast?

Yeah, comparatively it is faster than many field offices in the country.  Based on my research and VJ statistics Portland, OR takes around 5 to 6 months on average to process naturalization applications.

Do you recall by any chance if they had  applied for N 400 ? Were they only CSC or VSC applicants aswell? Thank you so much!!!

This is the LORD’s doing; it is marvelous in our eyes Psalm 118:23:)

Hi Eva. It's a waiting game now but honestly speaking it looks good to me because it's a progress made. As far as I know now the field office will come into the equation and combine both files to schedule an interview. We shall see but this summer won't be boring llolzzzzz Regards

It will still have to go to NBC if you are doing N400 , however  I don't think they normally send letters if it's only N400 and not joint. I am thinking that they were going to send it, if it was a joint filing, but around the same time you were approved and that letter crossed

Removal of Conditions..  TICK TOCK, TICK TOCK

Time to reset the tick tock clock again.   Roll my eyes.

GC  Conditional date:  05/26/2015

N400.  Application:      02/28/2018

Biometrics:                    02/22/2018

Waiting............    Roll my eyes again :(

I didn't apply for N400 just I-751 waiver.

I guess the letters just crossed they made a decision before transferring your file to NBC for an interview or they messed up again not realising they had already approved the case, as one person doesn't seem to talk to another aka communication.
