Neat idea, but not for the first year.  When trying to become proficient in English as a second language, flipping back and forth between Bisayan and Englishmakes it almost impossible to become proficient/fluent in English.  Yes, the person learns the vocabulary, but the brain, being exposed to (in this case Cebuano) the mother tongue almost instantly re-adopts the "structure and intonation" of the mother tongue, effectively over-ruling the proper structure and intonation of English.  I really think the brain says: "Aha...I was right, "r's" and "t's...and, are really pronounced this way, (so "r" becomes "w") not the way that silly guy is trying to teach me.  Worse if a person is studying for a test such as the NCLEX (nursing) the flipping back and forth will severely damage that person's ability to understand and interpret the questions because of structure differences.

Once a person becomes fluent, if they make an effort, then the brain can comprehend and accept that there are, in reality, two separate systems with separate structures, and adapt. 

As a neat side-note:  If you teach a child as she grows up to be bi-lingual her language development will be stunted (slowed significantly) for a period of time.  Then, all of a sudden she'll catch up with one language learners, and often then can pick up languages easier than others.  I suspect that the longer time to learn initially is the brain struggling to sort out "dual" rules.

 

TFC is in Taglish or Tagalog and English. When we lived in CA we were able to get GMA news on Charter and that was great because they had 4 different news times allotted for about 30 minutes a piece. They had one news for each different region(Luzon, Visayas, and Mindanao) and then one for National news overall. So for instance they had One Mindanao which was in Bisaya and centered around news in Mindanao, directly after that they Balitang Bisdak for news based out of Cebu in Bisaya as well. So my asawa really loved that because she is from Compostela Valley in Mindanao where they speak mainly Bisaya.

 

It's hard I know because we don't speak Tagalog at home because that's not my wife's native language. I hear it and I am able to understand a large amount of Tagalog but I don't conversate in like everyday like I did in Afghanistan. My wife has been trying to teach our 4 year old how to speak Filipino and she can understand it for the most part but doesn't like to speak in it. My 1 year old is different because my wife is trying to start even earlier to make her learn how to speak Tagalog. She is funny because she is trying to learn how to talk right now and she tries to call for her Ates(2 big sisters) and she goes "T T" like two separate Ts.

 

But my wife is weird like that because she can speak Illongo, Bisaya, Tagalog, English, and Danish(to some extent), but when we had our 4 year old she wanted her to learn English first before she taught her Tagalog. My wife thinks that learning English and being fluent in it is the key to getting ahead in life, she has told all her nieces and nephews the same thing as well.

I have a niece and a two nephews that are bilingual Spanish and English, the mother speak English the father is bilingual but only speaks Spanish to the kids and the kids grew up with this.  This kids do something wrong the mom yells at them in English and the father yells at them in Spanish and with out batting an eye the kid answers each in the corresponding language.   Makes a person grin to watch it.

Yeah that is the same way over at my neighbors house in CA in regards to their daughter. The grandparents took care of the child when she was young while her Mom was at work, the grandmother spoke to her only in Spanish because her English is heavily accented at best. But Stephanie is the same age as my son(9 years old) so they were bff's and future husband/wife so says my friend Indira, Stephanie's Mom. But her grandmother would speak or get mad at her in Spanish and she would respond back only in English, she could completely understand Spanish but speak it like a Gringo. She is also the same one that I say my daughter looks like because neighbors say "Oh Alexandra is so cute she looks like a beautiful Mexican little girl" all the while my daughter is Fil-Am.
