Is this true that the naturalization process takes about 5 to 6 months? 

Can we file for N-400 even if we're only at the biometrics phase of the GC without conditions?

The timeline is longer than that right now.

You can file for N-400 90 days before the 3 year anniversary of your GC date.  So if your GC date is March 2016 (your 3 years is March 2019), the earliest you can file your N-400 is December 2018.  If you decide to file before your ROC is adjudicated/completed, just be prepared for some snags/potential delays in the process - USCIS has to approve your ROC before they can approve your citizenship. 

 

cyberfx1024 is right, ROC and N-400 timelines vary per field office, and some take longer than 5 to 6 months now.

N-400 Timeline

02-23-2018: Sent N-400 Application online

02-23-2018: Date on NOA, retrieved from online account

02-23-2018: Date on Biometrics Appointment Letter (Biometrics Appointment at Jacksonville ASC on March 13, 10:00 a.m.)

03-08-2018: Biometrics complete

04-05-2018: Case status updated - Interview Scheduled on May 10, 2018, 10:15 a.m. :D

05-10-2018: Citizenship Interview - Passed English and Civics Tests, Recommended for Approval! :D 

06-19-2018: Received email and text notification: Naturalization Ceremony Scheduled; waited for letter to be uploaded on online account - it has been set on Wednesday, July 25, 3:00 p.m.

07-25-2018: I am now a U.S. Citizen!

IF... if you are at the three year mark (minus 90 days) you could file the N-400 so I have heard.

 

The N-400 process is taking upwards of 10 months on the east coast as of late.     If your ROC is still in process when your reach your 3 year date, the USCIS office processing your N-400 will also adjudicate your I-751 ROC .. that is the word I heard.

What is happening now of day is they are adjudicating your ROC/Naturalization paperwork as the same time.   No snags or delays

Just when you think you have TDS eradicate,  a new case shows up.

Our office is taking 15-16 months for N400. Your mileage may vary. 

3/2/18  E-filed N-400 under 5 year rule

3/26/18 Biometrics

7/2019-12/2019 (Yes, 16- 21 months) Estimated time to interview MSP office.
