I understand how difficult it is. My now-wife comes from a country with over twice the tourist visa refusal rate as Russia (https://travel.state.gov/content/dam/visas/Statistics/Non-Immigrant-Statistics/RefusalRates/FY17.pdf). The fact is they do not consider an invitation letter, as noted in the official source cited above (from the DOS, which is responsible for all embassies and consulates in the world).

That has not been our experience. We have had to submit a letter of invitation for her multi-entry tourist visa. Her friend's husband did this, prior to me meeting her.

I clarified with my fiance. You are correct, she does not need an invitation letter. It always confused me that she insists upon it. It turns out she only had the invitation letter written to help her case. She has to go before the US Embassy to get her multi-entry tourist visa. She was nervous and had the letter as backup/help. I am glad I clarified it because it always confused me too.

I dont mind writing these letters for her family if they insist they need it. Thanks for your help and explanation.

An invitation letter is not technically required, but it is a convenient way to provide information why the persons want to travel to the US, where they will stay, for how long, and who is taking the responsibility for their wellbeing.

Not intechnically required

Maybe as a reminder to the applicant. ;)

Nobody can take responsibility for a tourist applicant's wellbeing in the US.
