IRS CAA's can certify your document. Find out from IRS in your area they have AA's that authenticate and certify your document. I believe as long as you submit an original Passport with the immigration stamp on it, it will suffice. Otherwise, you can email or call the embassy first if they can certify the copy of the passport. Where are you located?

If you have to fly, then like @joglen1210 said, the best bet is to ask local TACs first.
