The only way I can think of "getting around" it might be for spouses with dual citizenship.....

No, that date is a cutoff for issuing the visa, really. That said, you filed the petition prior to that date, but nothing at all on the visa.

Syria is on the ban list. Don't see any future of it being removed.

No one will be granted either iImmigrant and non-immigrant visa from this country PERIOD. NOT GOING TO HAPPEN.

People are still getting both IVs and NIVs from Syria...just not many qualify for the waiver.

Only so many waivers will be issued, quotas. however I just heard on the news effective immediately no visas will be issued from this country.

There are no quotas involved. The waiver is based upon hardship and is discretionary.

I'm unaware of any changes to the current policy or EO. Given the shakeup in the DOS today, I'm doubtful they will be able to move to implement any changes quickly (nor that a waiverless ban based on nationality would hold up in court, but that's another issue).

were you able to get any information from the lawyer you asked? 

 

I am in the same boat, my wife is Syrian and we are still at the NVC stage, but it seems the ban is still in effect

That PDF is by country of birth - not country of citizenship. Is it possible those visas *may* be given to people who had the country of birth as one of the banned countries but have otherwise acquired other citizenship?

True, but it's the closest chart we have. Unless somebody has renounced citizenship (rare, and doesn't change their country of chargeability) it's a distinction without a difference. I'd also have to review the ban's wording again, but I believe it refers to nationals, not citizens...in which case there isn't a practical distinction either.

Country of chargeability is always country of birth. Ban is on country of citizenship. Dual nationals can skirt the ban.

Yes. I'll take you at your word on the wording because I'm too exhausted to verify. I thought it was worded as "nationals" but I wouldn't be surprised if it said "citizens" either.
