fiance from france kept passport

My cousins fiance uscis visa was approved in september. After approvel we completed D 160 application. On December 6th my he had the interview in paris. They told him he passed d interview but they need a paper from Russia where he leaved as illegal immigrant the police record from there was needed. He sent the paperwork and they received on the 2nd of January

They also kept his passport and told him what to do when he receives d pocket. Since than we have not heard anything and went he went to US Embassy and they told him they are waiting on Washington

 

 

I dont know what to do how long to wait it has been over a month.. on the nvc website it says READY.
