That means the petitioner’s income cant support the beneficiary. Do you have any idea how much your fiancé/Fiancée is earning yearly?

I know my petitioner's income is below poverty line, so when filing, I already submitted proof of asset to cover the requirement. Now looks like the NVC is not going to evaluate the asset and leave it to local post. So my question is, does this letter means my case is completed? I have no idea what I am supposed to do next.

You would need to consider getting a co-sponsor for it.

Ask your fiancée’s close relative(parents, siblings) to fill up an affidavit of support with their pay stubs, w2 and all needed requirements just like what the petitioners needed for the I-134. This is the safest thing to do.

Thanks for your tips, I definitely will take them into consideration, just in case. 

But in the letter, I was told not to send documents to NVC, but bring them to interview. It's so confusing since how do I get the case completed if I don't send required documents?

You will still be receiving a packet from the USConsulate where you wish to be interviewed. There you will have the step by step process how to complete all your needed requirements.

Not yet. You will still have the interview. Where you will be facing a Consular Officer. During your interview that’s the time you will be asked of all the documents. Thats when they will get those.

Oooppps!!! Lastly, you applied for CR1 right? And not K1 so your affidavit of support is a different form. You should be using I-864 and not I-134. Sorry for that.

It's saying you didn't meet the income requirements to sponsor someone.
