Hello,

I'm an american citizen. I got married to my Japanese wife in Japan about 4 months ago. We've been living in Bali the past year because I know she can't live with me in the states until we get this situation figured out. Can somebody please lead me with a few simple steps in the right direction so we can get this process started? Thank you so much in advance.

you will need to file I-130, I-130A but in the mean time since you are currently living overseas you will need to have a domicle in USA set up. With that being said I do believe that living overseas you will need also a co-sponsor.

Re: co-sponsor, not necessarily. If the USC has a job that can transfer to the US paying more than the minimum requirement, or assets to satisfy the requirement, no co-sponsor would be necessary.  We live overseas and applied based on assets (no co-sponsor), and my husband received his IR1 visa on Monday :) But yes, agreed re: domicile.

Be aware that she's looking at about 12 - 14 months waiting time for her CR1 visa.

Some of the above is correct.  Some is speculation or wrong.  You do not need US domicile to file a petition to start the process.  Months later, you will need only to show your intention to re-establish US Domicile, if you haven't returned to the US already.  There are no co-sponsors of spouse visas.  If you are not qualified to sponsor your spouse on your own, you'll need a qualified joint sponsor.  You'll have several months to sort that out though.  Start by clicking on the word GUIDES at the to of any page here.  Become an A-Student of the I-130 instructions and have at it.
