QUESTION ABOUT PAST TRAVEL TO THE US

Hello, I have a question about form I-129F, page 6, item 37  "has you beneficiary ever been in the US?"  I answered yes to that question, but my Fiance just lived for 1 year in the US when she was 8 years old, the next part says "If your beneficiary is CURRENTLY in the United States complete items numbers 38a - 38h." .. my question is.. since my fiance IS NOT currently in the US, do i need to fill out item numbers 38a. - 38h.?? does that apply to our case? because she is not currently in the US.  Thanks in advance for the help!

The form would indicate that you only need to fill this out if the alien is present.  The instructions are contradictory.  It is my guess the instructions did not keep up to the recent changes to the I-129F

My fiance lived in the US when she was a teenager as an exchange student.  I answered YES to question 37, but I wrote N-A to question 38 a-h.  Our I-129F was approved with NOA2, so they accepted my answers.

Do you think it's a big problem if they have filled out questions 38a-38h, although the beneficiary was not currently in the U.S.? ?
