This is very true, my case was received on August 10, 2018, receipt date said August 15, 2018 and I just received my approval on June 27th and my case was at the Potomac office, now I’m just waiting because my approval notice has not been sent to nvc and when I called first they said they had sent a notification and then they said I should allow 90 days so 3 months for them to send the notification to nvc. I spoke to an nvc representative and they have taken it up with a supervisor to try to get my approval from USCIS.

I think it's a matter of volume and insufficient staff.....

What I don’t understand is how it only took about a month from them to send and for nvc to receive and put in my i130 approval into their system but now it’s been almost a month and even though my approval letter says they have sent an approval notice to nvc they haven’t actually sent it. When I check my cases online it says i130 sent to nvc and on i601a it just says “has been approved” which is what the i130 said until it changed 19 days after approval to has been sent to nvc. Now someone just told me it took 11 months for nvc to set their paperwork as case complete and another 9 months to get an appointment letter which means that even after submission to nvc we still could have 20 months until we get appointments

Yes it is, USCIS has sent a lot of their “reviewing officers” to go help ICE instead so that they can gather information and help them find and therefore deport more people. Specially now that the new law came out where they will be deporting people with criminal histories but they will also be bypassing immigration court and deporting people that can’t prove that they have been in the US for more than 2 years. As far as I knew USCIS and ICE were two different entities. On the bright side USCIS will no longer be processing asylum petitions for people in South America which means those officers will be able to process people’s i130s and well as i601a’s. Bottom line is the whole system is all sorts of screwed up

I think at least sending a notice of approval from USCIS to NVC could be done electronically right after case officer made the decision

Yeah super long but that information is for the consulate in Ciudad Juárez Mexico. You should try and see if there is a Facebook for people migrating from the Ukraine, if there’s less people migrating from the Ukraine your wait time might be a lot shorter. The only thing is that USCIS is starting to take the whole 3 months to send your approval notice to the NVC. You could try to bypass who whole NVC part of it all but you would need to do an expedite request. Nothing to lose there since if it doesn’t get approved your case just goes at normal processing time, however if it does get approved your case would move straight to the embassy/consulate in the Ukraine and you wouldn’t have to wait to get a case complete “cc” from the nvc. As far as I know cases go straight to your respective embassy and you get a call to set up an appointment so I guess you bypass the waitlist too. I’m personally waiting for my approval notice to reach nvc since I’ve already submitted my ds260 as well as my affidavit of support and all the fees to try and expedite my case
