In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You know Delta is a world wide airline right? You can certainly go and sign up with them.

I have Delta Skymiles.

 

Anyone can sign up. Once you fly Delta or use the services of their partners you will accumulate miles. Be careful when signing up for credit cards that offer Skymiles. Usually it requires you to use the card for a certain amount of purchases before you gain those miles. So if you go  that route you should be sure to read the fine print.

 

And I agree that if you have any further questions you should contact Delta directly.

Yes. I have so many frequent flyer accounts for "non-American" airlines. By all means, create your family member an account and let them bank their miles. Delta SkyMiles never expire.
