Also wrong. If you live or stay in any country for 6 months or longer (continuously) you will need a police certificate.

No it doesnt.  You cannot interview in Canada as a tourist.  You must be a resident aka on a work or student visan or a PR or citizen of canada.  Montreal has asked for this proof.

No this is dependent on visa.  K1 visa is 6 months but cr1 is one year.

Montreal has asked for proof of status...  Most people will never meet the continuous 6+ month standard on a tourist visa, so it is a rare to almost impossible situation

You are NOT a resident in Canada, therefore you can not apply/be interview in Canada.  The US citizen can certainly start the paperwork listing your home address in Israel.

The requirement to interview for an immigrant visa (or K-1, which is handled by the IV unit) is different than that of most non-immigrant visas (NIVs). Most consulates will not permit interviewing for an IV unless you have legal residency within that country. The exact policies and requirements to interview for an IV are set by the embassy/consulate.

Historically, Montreal does not permit anybody with a tourist status to interview. I suggest calling/emailing the embassy to confirm, but I would not count on it being permitted.

You can file the petition from anywhere.

I seem to recall reading on here that Montreal was cracking down on what is classed as "living in Canada" as many long-term tourists were applying through Montreal under the assumption it is an easier and quicker consulate to get through than their home country consulate. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

On step 3b of the K-1 checklist, "If not Canadian citizen,  also original and a photocopy of the Canadian LPR card, study/work permit, refugee documents. 

A Canadian tourist does not possess any of those documents which are required.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

People have tried to interview in Montreal on tourist visas.  They are told no.  It's been reported on VJ more than once or thrice.

Unfortunately more and more people try to "fool" the system, just because it's more convenient or easier to them.
