Yes it is ok to apply and go through embassy in Canada, if you're residing there legally.

Ok now I got the situation! You both are tourists..

then i dont think it's possible. As far as I know Being there legally as a tourist does not mean residing.

it is ok to start the petition but you need to go back to your home country for the medical and interview.

It has nothing to do with the petitioner, he is the US citizen. Beneficiary who is Israeli who lives in Canada is important for the embassy.

She asked if they can start the visa. So yes. But i dont think she can be interviewed in Canada since she is only there as a tourist. She and her fiancé met only in canada cause Israel is too far from the US. Correct me if i misread it.

yea but he is in the U.S and comes visit me once in 1-2 months

i can be here in canada legally as a tourist for 1.5-2 years with all the extansions

being somewhere legally and residency are different things.

You can start now everything for your petition. Gather all the necessary requirements to be sent to the USCIS.

Residing and residency are two very different things.  If she has the ability to reside there for 1.5 years (with all the extensions) then she would be eligible

YMMV
