I took this straiht from the U.S Embassy in Ukraine website:

No. The visa interview is between the officer and the applicant only.  No third party should be present unless specifically asked to be present by the Consular Section.  If you are in need of a separate consular service, you must schedule an appointment . Should a U.S. citizen encounter any problems or find him/herself in danger during their stay in Ukraine, they should call and arrange their visit to the U.S. Embassy

Try looking at the Ukraine consulate reviews here on VJ.  You will see MANY K-1 interviews where the US citizen attended.  The petitioner is NOT REQUIRED to attend but has been allowed to attend the interview.

As @bakphx1 mentioned, the embassy website occasionally has the opposite information. While his embassy's website did not list the petitioner as an approved party, he was able to attend. I had the opposite experience, not only did the Juarez embassy say that the petitioner was allowed, it explicitly recommended it. I was not allowed to enter the embassy, however, and reading through the embassy reviews on VJ for the past few years, no one has ever been allowed to do so.

It sucks that these embassies can't keep their information up to date when so many people depend on it.

Agreed. It's not like anyone would fly half way around the world based on the information, right?:)
